Central Washington Super Cup

RULES & REGULATIONS


GENERAL
Rule 101: Central Washington Cup
The Central Washington Super Cup is administered by the Puget Sound Premier League and Central Washington Sounders.. The Central Washington Super Cup is a US Club Soccer sanctioned tournament and a member of the United States Soccer Federation (“USSF”). The tournanment is unrestricted. 

Rule 102: Territories
No club has exclusive territory rights in the Central Washington Super Cup.

Rule 103: Conditions for termination of team
Team membership may be terminated as a result of a material default of a team or club due to violation of Central Washington Super Cup Tournament Rules and Regulations as promulgated by the Tournament Committee.

Rule 104: Conditions for competition in tournament
Following each tournament, the tournament committee shall review the compliance record of each club and team. The committee may find that compliance with the standards is insufficient and recommend action. In extreme cases of repeated noncompliance the tournament committee may disqualify club or team.

CHECK-IN, ELIGIBILITY AND PLAYER REGISTRATION

Rule 200: Tournament Check-In
All teams must check-in at least one hour prior to the start of their first match. Failure to check-in will result in automatic disqualification from the tournament without a refund of the fee.  At the discretion of the Tournament Committee, the disqualified team may be allowed to compete as a “Guest team.” Games not played, or played with a guest team will be classified as a "Forfeit" or a "Bye".

Rule 201: Tournament Credentials
At tournament check-in, teams must provide the required credentials.  All US teams must provide valid laminated Player ID Cards with photographs, and signed Medical Release Forms.  USYSA teams from outside WA, must also provide approved rosters. Proper Player Loan Forms will be required at Registration along with other required credentials.  US teams registered (for US Club, Approved roster from the US Club website) for the organization to which they are affiliated. International teams must provide a certified Team Roster, League Identification Cards, Medical release forms.  All players must have a laminated approved player card to participate.

All coaches/sideline staff are required to have Staff ID Cards as outlined herein.

Rule 202: Player Eligibility
Players from US based teams shall be registered according to the procedures established by US Club Soccer, US Youth Soccer, AYSO, Super Y League or USSF.  International players shall be properly registered by their "home" league, association, club, and/or sanctioning body.  In the event of extraordinary circumstance where player registration credentials are unavailable, the tournament committee reserves the right to approve player eligibility on a case by case basis.

Rule 203: Tournament Rosters
Teams may register a maximum of eighteen (18) players for the U13-U19 age groups, fifteen (15) for U11-U12 age groups and thirteen (13) for U9-U10 age groups.  A team may use up to four (4) guest players; any team utilizing guest players is still limited to the stated maximum roster size.

Rosters are frozen upon check-in for the tournament.  Up to 4 guest players are eligible to play on the team of a different club as long as they are included on the master roster, or larger numbers of players may be allowed subject to tournament committee approval. All guest players must have a US Club loan form that is turned in at check-in.

Rule 204: Illegal Players
Any player that does not appear on a team’s US Club Soccer master roster, or other certified master rosters from US Youth Soccer or state associations, shall be considered an illegal player. Any team using an illegal player shall forfeit three points for each game to the opposing team against whom the illegal player was used. In addition, the offending team shall forfeit an additional three points in the standings.

TOURNAMENT ADMINISTRATION
Rule 300: Governance

All competition in the Central Washington Super Cup is governed by regulations approved by the Tournament Committee.

Rule 301: Division Formation
Competitive divisions will be structured according to the playing level of teams as determined by the Tournament Committee, which has final authority on all placement issues.

Rule 302: Playing Rules
All games under league jurisdiction shall be played according to the rules and regulations recognized by the Central Washington Super Cup which shall be the same rules set by FIFA/ USSF except for those exceptions adopted by the Tournament Committed and authorized by FIFA or USSF. 

Rule 303: Number of Central Washington Super Cup matches
Each team registered in the Central Washington Super Cup shall play a minimum of 3 matches.  Finalists and semi-finalists will play additional games, including championship match to determine the tournament winner. Playing schedule, which shall be determined by the Tournament Committee, will be provided to teams no later than one week before the beginning of the tournament.

Rule 304: Point System
The Central Washington Super Cup shall operate under a point system, commonly known as the 10-point system. Teams will be awarded points on the following basis:

  • Six (6) points for each Win
  • Three (3) points for each Tie
  • Zero (0) points for each Loss
  • One (1) point for each goal scored up to a maximum of three (3) per game.
  • One (1) point for each shutout
  • MINUS ONE (-1) FOR EACH PLAYER OR COACH EJECTED.
  • A 0-0 tie will be scored as 4 points for each team (3 for tie, 1 for shutout)

In the event of a tie in points at the end of bracket play, the teams to advance will be determined as follows:

  1. Head-to-head, (If a three way tie, head-to-head among those tied, then reapply tiebreakers).
  2. Goal differential. (Max of 4 per match)
  3. Fewest goals allowed.
  4. Goals scored. (Max of 4 per match)
  5. If a tie still exists after steps 1 through 5, FIFA Penalty Kicks From the Mark will be taken fifteen (15) minutes prior to the scheduled start of the appropriate Quarter-Final or Semi-Final game.
  6. If a three-way tie exists within a bracket after steps 1 through 5, a three-way coin flip will be conducted. The teams that tie in the coin flip will compete in FIFA Penalty Kicks From the Mark to eliminate one team prior to proceeding to FIFA Penalty Kicks From the Mark with the third team. The coin flip and time of the FIFA Penalty Kicks will be 30 minutes prior to the Quarter-Final, Semi-Final, or Final games.

Finals and Semi-Finals:
In the event of draw at the conclusion of full time in the finals match, there will be (2) additional five-minute "Golden Goal" halves to determine the winner. Whoever scores first wins the match. If the match remains a draw at the end of Golden Goal periods, the match will proceed immediately to "kicks from the penalty mark" to determine the winner. In the event of a draw at the conclusion of full time in the semi-final match, the match will proceed to "kicks from the mark" to determine the winner.

Rule 305: Tournament Schedule
The tournament schedule is the responsibility of the Tournament Committee. However, once the initial schedule is issued to the teams, schedule revisions are possible but Tournament Committee’s decisions are final.

Rule 306: Tournament Standings
The Tournament Committee is responsible for maintaining official standings. The standings will be tabulated immediately following matches displayed on the Central Washington Super Cup website.
Referees are responsible for reporting scores to the Tournament Committee immediately following the matches.

Rule 307: Game Lengths

  • U9 play 2x25 min. I 5-min. halftime | size 4 ball | 7v7
  • U10 play 2x25 min. I 5-min. halftime | size 4 ball | 7v7
  • U11 play 2x30 min. I 5-min. halftime | size 4 ball | 9v9
  • U12 play 2x30 min. I 5-min. halftime | size 4 ball | 9v9

  • U14 play 2x30 min. | 5-min. halftime | size 5 ball | 11v11
  • U15 play 2x35 min. | 5-min. halftime | size 5 ball | 11v11

  • U17 play 2x35 min. | 5-min. halftime | size 5 ball | 11v11
  • U18/U19 play 2x35 min. | 5-min. halftime | size 5 ball | 11v11


Rule 308: Substitutions
FIFA substitution rules apply, and unlimited substitution is permitted. A player may be substituted on at a stoppage of play with the permission of the referee.

Rule 309: Tournament Discipline
The Tournament Committee shall have the authority to suspend, fine, or disqualify players, team officials, or competing clubs for violating tournament rules or for any action or conduct not in the best interest of soccer or the CW Super Cup. The tournament committee has the authority to act on behalf of the tournament regarding any breach of regulations or rules.
The sending off of a player (i.e., red card) will result in a minimum of a one game suspension. A send off as a result of two cautions will result in the player being suspended for the next match. Games sat out can count against the suspension, as long as noted on the Roster and/or Referee Game Report as such.
The referee will notify the tournament committee of the send off. The offending player’s card can be returned to the team as long as the Referee Game Report shows the infraction, the player’s name and number.

Rule 310: Incomplete Games
In the event a game cannot be completed, the game will count in the standings if half the game was completed. If the match is suspended prior to the expiration of one half, the game shall be repeated at a time determined by the tournament committee. If in the opinion of the referee a game must be suspended (for reason), the game may be resumed, but is subject to being ended not less than five (5) minutes prior to the scheduled start of the next game.  If in the opinion of the referee, a game must be terminated for misconduct of players, bench coaches, or spectators; the offending team could be suspended from further play and will forfeit that game and all remaining games.  All previous points earned remain as played.  Additionally, the home league and State Association will be contacted as appropriate.

Rule 311: No-Shows/ Forfeits
A no-show occurs when a team willfully does not show up at a scheduled game. Penalties for no-shows are as follows:

  • A forfeit to the opposing team
  • A forfeit will result in a 3-0 win to the team not at fault.
  • A team unable to attend a scheduled game because of an accident, inclement weather or other circumstance beyond the team’s control should immediately notify the tournament committee.
  • Each situation shall be reviewed by the tournament committee, which shall enter a decision.

Rule 312: Injuries
Delays of the game due to injury will result in appropriate time being added to the full game time, based on the judgment of the referee.  However, all preliminary games will be terminated not less than five (5) minutes prior to the scheduled start of the next game.


COACHING
Rule 400: Coaching

All Coaches have total responsibility for the conduct of their players, substitutes, friends and spectators at all times.  Coaching from the sidelines (giving direction to one’s own team on points of strategy and position) is permitted, provided:

  • No mechanical devices are used;
  • The tone of the voice is instructive and not derogatory;
  • Each coach remains in the "technical area";
  • Substitutes shall remain on their half and within 10 yards of the half line
  • No coach, substitute, or spectator makes derogatory remarks or gestures to the referees, other coaches, players, substitutes, or spectators;
  • No coach, substitute, or spectator uses profanity or incites, in any manner, disruptive behavior.

GAME OFFICIALS
Rule 500: Match Officials
All matches will use referees certified by the United States Soccer Federation.

Rule 501: Assignment and Payment
Match officials shall be assigned by the league’s Referee Assignor and paid by the tournament committee.

DISCIPLINARY REGULATIONS
Rule 600: General Authority
The tournament committee shall have the authority to suspend, fine or disqualify players, team officials or competing clubs for violating tournament rules or for any action or conduct deemed by the league office not in the best interest of soccer or the Central Washington Super Cup.

Rule 601: Cautions and Ejections
A player receiving two cautions (yellow cards) in a single game is considered to have been given an ejection (red card).  A player who has been ejected (sent off), will not be replaced.  A player who has been ejected will not return for that game and will not be allowed to participate in the next scheduled game(s).  A player who is ejected for violent conduct or serious foul play will not be allowed to participate in the next TWO scheduled games.  Any player or coach who assaults a referee will be expelled from the Tournament.  A coach who has been ejected (sent off) will be suspended the same as a player ejection. Tournament Points will be deducted for all ejections.

During game suspension(s) for coaches, there can be NO contact between the team and the coach during the game and the coach must be out of site and sound of the field. Additionally, the coach must not be involved in unacceptable conduct (defined as coaching his/her players by any means or method, or harassment of opponents/players/referees/staff). Failure to adhere to this rule will result an immediate ejection from the tournament for the coach.

MINIMUM STANDARDS
Rule 700: Team Management Requirements

  • Each team must have a team manager that has agreed to perform the following duties:
  • Confirm score with referee.
  • During the tournament, all team managers must have a working email address and a telephone number with voice mail.


Rule 701: Playing Venues
The playing field used by each team must be lined according to FIFA standards with goals, nets and flags.

Rule 702: Bench Personnel
A maximum of 4 non-playing personnel are allowed on each team bench and must be credentialed and checked-in as defined in rule 201. Teams will locate on the opposite side of spectators.

GAME PROCEDURES
Rule 801: US Club Official Roster
Teams shall turn in an Official US Club Official Roster, or other approved Official Rosters, to the tournament office at check-in and shall have a second, duplicate US Club Official Roster that has been approved and stamped by the tournament  committee available at each match.

Rule 802: Guest Players
Teams shall turn in an official US Club Player Loan documents to the tournament office at check-in and shall have a second, duplicate US Club player loan documents that have been approved and stamped by the tournament  committee available at each match.

Rule 803: Player Passes
All players are required to have valid US Club or US Youth Players Passes/Cards that will be matched against the Official Tournament Roster and Guest/Loan Player Paperwork during check-in at the tournament office prior to the start of their matches. 

UNIFORMS, EQUIPMENT AND PLAYER SAFETY
Rule 900: Uniforms

When the colors of two competing teams are similar to the point of confusion during play, as judged by the referee, the home team shall change shirts. In the event that a team’s uniform conflicts with the uniform of the referee and the referee elects not to change, the conflicting team MUST change to its alternate uniform.

Rule 901: Player Safety
A player may not use equipment or wear anything that is dangerous to herself or another player, including jewelry in accordance with FIFA Law IV. Shin guards are mandatory for all players in all tournament events.

Rule 902: Equipment
Home teams will supply (3) balls for all group play matches and semi-finals.  The tournament will supply soccer balls for the finals.  U09-U12 teams will play with size 4 soccer ball and U13-U19 will use size 5 balls.

CODE OF CONDUCT
Rule 1000: General Principles

Please use common sense and courtesy. Respect the game of soccer and do not damage the reputation of the Central Washington Super Cup, Puget Sound Premier League, Northwest United FC, US Club Soccer, USSF, your club, your team, yourself or your family. Be reasonable, respectful and flexible.

Rule 1001: Inappropriate Conduct
The tournament committee may suspend for an indefinite period and/or impose a fine on any officer, director, player, or employee of a participating club or team guilty of gross misbehavior in public, including intoxication, drug use, fighting, indecency, or other inappropriate conduct whether on or off the playing field when such conduct is, in the league’s opinion, prejudicial to the best interests of the sport of soccer or the Central Washington Super Cup.

GOVERNANCE
Rule 1100: Tournament Committee

The tournament committee of Central Washington Super Cup manage, oversee and implement policy for the Central Washington Super Cup.

Rule 1101: Tournament Committee appointments
The Central Washington Super Cup Tournament Committee is appointed by Puget Sound Premier League and Central Washington Sounders. The Tournament Committee will be responsible for providing guidance and direction over the composition of the Central Washington Super Cup and its competitive format.

MATTERS NOT ADDRESSED
Matters not addressed or provided for in these regulations and cases of force majeure shall be decided by the tournament committee. All decisions shall be final.
